About purchase unit code
A purchase unit (PU) code is part of a classification system used to consistently measure, quantify and value a service.
The Purchase Units attributes:
- Title and description describing what the service is, and any important distinctions from similar services
- Unit of measure to enable the service to be counted and costed
- Financial account code, linking the service to spend
- Reporting target to collect data about delivery of that service
- Linked to organisation performance reporting classes (Output Classes)
- Categorisation in the WIES casemix model if the PU is for hospital activity reporting
These attribute are grouped under a unique alphanumeric code for each PU; the Purchase Unit Code.
About the Purchase Unit Data Dictionary
The purchase unit data dictionary (PUDD) is a spreadsheet that contains all PU codes for Health NZ and Disability Support Services.
The PUDD must be used in conjunction with the Common Counting Standards, and the NZ Casemix including WIES.

The PUDD is published every 6 months in October and May
Details from the PUDD are used in Health New Zealand and Disability Support Services contracting, planning and reporting systems, for the year to come.
For this reason, PUDDS are given a future date, indicating the time period in which the codes will be valid in-system. i.e the PUDD published in October will have codes which go live from 1 July.

The Purchase Units for National Collections in Changes Sheet v30.1 can be reported to the non-admitted patient collection (NNPAC) for the 2025/26 financial year and includes whether these purchase units are mandatory for reporting.

As required in the Operational Policy Framework, providers contracted to provide data to NNPAC within 20 days of the end of the month in which the service delivery occurred, for all mandatory reporting PU codes to NNPAC.

The Common Counting Standards guide counting and reporting of hospital outpatient and community-delivered activity.
The Common Counting Standards outline how health activity should be defined, measured and counted to support the planning of health services health services planning and purchasing.
The Standards support funding and costing decisions, and they contribute towards a sound platform from which pricing can be derived.
