It arises from a 2010 Request for Proposal (RFP), Improving Pacific Health Outcomes: Research on the delivery of primary care to Pacific Peoples in New Zealand, which was jointly funded by the Ministry of Health (MoH) and the Health Research Council of New Zealand (HRC).

It is a map to achieve equity for Pacific communities in health promotion. At its heart is the knowledge that the future of health promotion for Pacific peoples means bringing things back to the community and the family.
