Health New Zealand NETP (Nurse Entry to Practice), NESP (New Entry to Specialty Practice) and ENSIP (Enrolled Nurse Support into Practice) programmes are Nursing Council of New Zealand accredited and accommodate new graduates within hospital and primary health care settings.

This programme enables nursing graduates to begin their careers well-supported, safe, skilled and confident in their clinical practice, equipped for further learning and professional development, meeting the needs of health and disability support service users and employers.

The NESP programme supports nurses new to mental health, addiction and intellectual disability services (MHAIDS) to develop their professional practice while developing the specific skills required for the specialty field. We are committed to supporting new graduate nurses in their first year of practice.

NESP clinical placement options

NESP will provide a rotation of intpatient and community, each consisting of 12 months over a two year period. 

The postgraduate certificate is completed in the first year whilst in an inpatient setting for 12 months and will be within one of our 3 acute inpatient units.  In the second year, you will be supported in a transitional placement in a community setting for one year.

This programme is for new graduate and registered nurses entering mental health and addiction nursing. The programme combines theory, supported clinical experience, clinical preceptorship and supervision. Nurses on the New Entry to Specialist Practice (NESP): mental health and addiction nursing programme develop their professional practice and mental health and addiction nursing skills. Nurses receive a Postgraduate Certificate in Mental Health and Addiction Nursing.

New graduates or nurses new to mental health and addiction, employed by a Health NZ service or NGO mental health and addiction service, or in a mental health role in a PHO, can apply for this programme.

NETP placements are offered in Nelson and Blenheim for both secondary services and primary health. We try to place people according to their clinical interests.

  • Secondary service placement areas include: Medical, surgical assessment treatment and rehabilitation, perioperative, emergency department, and radiology.
  • Primary care placements areas include: Māori health provider, hospice, aged care and a mixed rural nursing experience at Murchison Community Hospital.

Position description

NESP (nurse entry to specialist practice) programme provides a safe, supported environment in which a graduate nurse can transition to mental health nursing practice. The programme is approved by Nursing Council New Zealand and funded by Te Pou Mental Health Workforce Development (Te Pou).

We offer three NeSP positions each year, starting in late January for 12 months. Positions are based at Nelson Hospital's Wahi Oranga mental health unit and participants may also negotiate a community mental health or addictions services placement.

Placements on the NETP/ENSIPP programme may be available within Southern Hospitals, Primary Health Care, or community settings such as private practice, aged residential care facilities, or community organisations.

The Southern NETP/ENSIPP programme is offered on both Southland, Otago and Queenstown sites.

Nurses accepted onto the programme must be able to work a minimum of 0.8FTE.

New Graduate Mental Health Programme:

  • We offer a programme at post graduate level that is funded by Te Pou and accredited by the Nursing Council.
  • The New Graduate Programme is designed specifically for graduates of comprehensive nursing programmes to take a beginning practitioner role and to develop specific knowledge and skills required in the specialty field of Mental Health Nursing.
  • You will be enrolled at the University of Auckland in two Post graduate Nursing Papers.
  • On successful completion of both papers you will be awarded a Postgraduate Certificate in Health Sciences (Mental Health Nursing).
  • You will also have a Level 2 portfolio which meets Nursing Council standards for competency.

New graduates are welcomed with a Whakatau at the beginning of their orientation. An introduction to the region and the new graduate programmes is facilitated in the first week. 

NETP/NESP registered nurses will have preceptor support for the duration of the programme. Preceptors are experienced registered nurses who have undertaken relevant Preceptor training. 

Taranaki offers a post graduate paper within the NETP programme and the NESP programme includes two papers resulting in a post graduate certificate (in Mental Health) with the completion of the programme.

New Entry to Specialty Practice: Mental Health and Addictions Nursing Programme

This programme is for new graduate and registered nurses entering mental health and addiction nursing. The programme combines theory, supported clinical experience, clinical preceptorship and supervision.

Graduates will complete two post graduate papers (60 points) through the University of Auckland to achieve a post graduate certificate in mental health. This will include 16 university days. Te Pou funding is available to assist with travel and accommodation.

Graduate intake numbers are dependent on vacancies within clinical areas and skill mix. Te Whatu Ora Wairarapa employs their graduates on a permanent contract at 0.8 FTE.

Orientation provides the graduate with generic learning and an introduction to the NETP and ENSIP programmes. Following orientation, graduates will be orientated to their clinical placement area by their Charge Nurse Managers and Preceptors. It is anticipated that graduates will complete clinical orientation within 4-6 weeks of starting their employment as a new graduate.

Clinical areas of employment - Graduates will be informed of their clinical placement before starting the programme. Within clinical areas graduates will be expected to complete generic online learning packages, orientation workbooks, IV competency, and study days additional to and as well as NETP/ENSIP study days and assignments.

Information for NETP (Competent) Portfolios

By the end of the NETP year, the RN will be expected to have developed a competency based personal professional portfolio for assessment and must achieve the competent level under the Professional Development and Recognition Programme (PDRP), which meets all the NCNZ competencies.

For information and instructions on compiling your NETP portfolio, please refer PDRP Handbook and your NETP Handbook. Along with the competent level PDRP core requirements, you will need to include further evidence when submitting your Competent Level PDRP (as per the NETP Competent PDRP Portfolio Checklist).

NETP Competent Level One-Stop-Shop contains information and all of the forms/documents that you will be required to complete for your competent level PDRP. It is your professional responsibility to ensure that content and signatures required from colleagues is obtained prior to the portfolio due date. Communication with preceptors, managers and others is vital to ensure timely submission of your portfolio, and successful completion of your NETP year.

The NESP programme is the first stepping stone in a nursing career entering as a beginner practitioner and finishing as a competent nurse assessed against New Zealand Nursing Council competencies. Successful completion of the programme will result in achievement of competent level on the Professional Development Recognition Portfolio (PDRP) and a Postgraduate Certificate in Nursing (Mental Health).

NESP programme is for a 12-month period and provides a supported pathway, both clinical and educational. Clinical placements will be provided within our Acute Inpatient Service and Community Mental Health and Addiction Service. 

NETP programme offers Registered nurse (RN) graduates either one full year or two six-month clinical placements.

During the recruitment process, applicants are asked to choose what area they would like to work in. Clinical placements will be planned around these choices and service requirements (where possible) before the programme begins. Placement options:
