The Clinical Training & Education Centre (CTEC) is a multi-disciplinary training facility available for the continued development of all clinical skills for Counties staff and community groups. We utilise both available technology and simulation techniques, to provide a professional and effective educational experience.
The Clinical Training and Education Centre was founded out of a need to improve the onsite ability of staff to develop and maintain skills and abilities in all aspects of healthcare and promotion. We presently offer courses that include but are not limited to resuscitation and emergency life support, crisis management in anesthesia, IV therapy, and cannulation training, Response to the deteriorating patient, insitu simulation training, simulation training for Emergency staff, neonatal staff, paediatric staff. Familiarisation with any new equipment used in the hospital in relation to patient care.
They offer courses in:
- Resuscitation and emergency life support
- Crisis management in anesthesia
- IV therapy and cannulation training
- Response to the deteriorating patient
- In-situ simulation training for emergency, neonatal, and paediatric staff
- Familiarisation with new hospital equipment related to patient care
Available Training Courses 2025
Your Basic Life Support refresher requirements can be provided by the Resuscitation Instruction Team at the Clinical Training and Education Centre (CTEC) at Counties Manukau Health. We cater for clerical staff, and nursing staff completing the appropriate level of CPR certificate for your PHO. Please contact us and book a date that suits you. Maximum number per session 18. A fee of $150 applies if staff are late, or do not show up without notice. Please be here by 8:45am late arrivals will need to rebook.

This training has been specifically designed to assist Registered Nurses working in aged residential care (ARC) facilities to manage patients with long-term intravenous access devices (Midline / PICC) who require an extended length of intravenous antimicrobial therapy in the comfort of their own facility.
Learning Outcomes
On completion of the online training and practical workshop the RN will be able to:
- Discuss OPAT programme
- Explain what a Midline / PICC is
- Discuss and demonstrate safe nursing management of a patient with a Midline / PICC
- Explain potential complications associated with Midlines / PICCs and management
- Describe the follow up and support provided by OPAT
- Demonstrate antimicrobial administration options
- Demonstrate Midline / PICC dressing and injection port change

Peripheral IV Cannulation and Phlebotomy Clinical Skills Demonstration
Both peripheral intravenous cannulation and phlebotomy require a high degree of precision, attention to detail, and empathy toward patients. The safety of patients and clinicians is of utmost importance during these procedures.
This practical training workshop is specifically designed to assist Registered Nurses and other qualified clinicians working in Primary Health Care towards competency underpinned by theoretical knowledge and the practical skills required to insert peripheral intravenous line (PIVL) and/or take blood samples.
Professional Development Hours and Certification
- Ko Awatea LEARN online module: 3 hours (digital certificate of completion accessible)
- Clinical Skills Demonstration: 2 hours (certificate of attendance provided)

- $200.00 NB: late cancellation fee applies - fee is 50% of ticket cost if notification occurs within 48 hours of stated event.

Learning Outcomes
Participants will gain hands-on experience and theoretical understanding in the following areas:
Vein and device selection
- Identifying and palpating suitable veins for insertion, considering factors like vein size, location, and patient condition (e.g., hydration status, age, and BMI).
- Understanding the different types of cannulas, needles, and collection devices available, and knowing how to choose the appropriate size and type based on the clinical situation.
- Analysing patient-specific factors (e.g., chronic conditions, allergies, previous venous access history) that may impact device choice.
- Practicing the assessment of veins through simulation, ensuring proficiency in making safe and effective selections in a clinical context.
Techniques and procedures
- Mastering the step-by-step procedures for both IV cannulation and blood collection, including patient positioning, skin preparation, and insertion techniques.
- Demonstrating correct handling of cannulation and phlebotomy equipment, ensuring aseptic technique to reduce the risk of infection.
- Learning the proper angle and insertion depth for needles and cannulas, minimizing discomfort and maximizing success rates.
- Practicing in simulated scenarios to improve speed, precision, and confidence in real-world settings.
Complication management
- Identifying potential complications such as haematoma, phlebitis, infiltration, extravasation, and arterial puncture, and understanding their causes and risk factors.
- Responding appropriately to complications, including managing bleeding, adjusting technique in the event of failed cannulation, and recognising signs of more serious issues (e.g., nerve injury, infection).
- Developing the ability to take corrective action in real time, including proper handling of the device, assessing the need for device repositioning, and, if necessary, reattempting cannulation or blood collection.
- Documenting and reporting complications according to organisational protocols and best practices.
Safety and best practices
- Reviewing infection control practices, including hand hygiene, use of personal protective equipment (PPE), and the safe disposal of needles and sharps.
- Understanding and applying guidelines for minimising risks to patients, such as reducing the number of attempts at venepuncture, ensuring proper patient consent, and providing aftercare advice.
- Emphasising the importance of maintaining patient dignity and comfort throughout the procedure and employing effective communication to reduce patient anxiety and promote trust.
- Familiarity with organisational protocols, clinical guidelines, and legal considerations relevant to IV cannulation and phlebotomy procedures.
Scope
The training program does not allow participants to perform:
- peripheral IV cannulation in patients less than 15 years of age
- phlebotomy in patients less than 10 years of age
This is not a certification programme and is not applicable to those wanting to train as a Phlebotomist. Attendance and receipt of certificate of attendance does not imply or certify competency of the recipient. Further, attendance/receipt of certificate does not reflect scope of practice.
