What is CPIR?

CPIR or the Consumer Population Identification Register is a Health New Zealand online tool that helps Health New Zealand healthcare providers:

  1. Understand the immunisation and breast screening needs of people in their area and see on a map where there are areas of under immunised or under screened groups and
  2. Communicate to those groups via text message or email. 

Where does CPIR get patient data from?

CPIR receives its data from a variety of Health New Zealand registers such as NHI (for demographic data such as Name, Date of Birth, Address, Phone Number), ImmSoT (for Immunisation status) and NSS (for breast screening status). These registers receive their information from healthcare providers such as GPs, outreach providers, or screening services when a patient attends their clinic.

Patients who have opted out of their information being added to the register when they attended the health providers’ clinic will not be visible in CPIR.

Strict privacy controls are in place to ensure CPIR only uses patient data for the purpose that it was collected.

How is my data protected?

Health New Zealand takes data privacy and security very seriously. CPIR uses advanced encryption methods to protect your data. Regular audits and strict access controls ensure that only authorized personnel can access your information and can only access information if you consented at the time of sharing your information.

Which providers can use CPIR?

CPIR is primarily used by breast screening and immunisation providers for communication of healthcare services to the New Zealand public.

How do breast screening and immunisation providers currently use CPIR

  • CPIR helps providers to identify individuals within their community that are eligible for health services (e.g. a mammogram or vaccination)
  • Understanding this information helps providers to plan health community events (for example, where best to locate a mobile immunisation unit)
  • Health providers can then use CPIR to engage with people in their communities through tailored text messages or emails to create a meaningful connection (for example, letting a community know that the mobile bus will be in their area)
  • Once the text/email has been sent, CPIR can provide a report to show how many text messages/emails reached the people being contacted, and in some cases, demonstrate effectiveness of the communication by showing the percentage of people who got vaccinated or screened following the communication.

How can I get access to CPIR?

If you are a Health New Zealand breast screening provider, please contact your area lead for approval and send the approval along with your request to CPIRrequests@tewhatuora.govt.nz

If you are a Health New Zealand immunisation provider, please contact your district lead for approval and send the approval and your request to CPIRrequests@tewhatuora.govt.nz

If you are not sure who your area or district lead is, please contact CPIRrequests@tewhatuora.govt.nz for advice.

Once this has been received, you will be sent a Terms of Use document for you to sign and send back. When we have received the signed Terms of Use, you will be provided with your CPIR log in details.

Where can I find information on how to use CPIR once I have access?

Once you have requested access to CPIR you will be sent a Welcome email which will contain general information about CPIR and how to use it.

If your facility already has access, please also connect with others in your organisation to learn how to use the tool.

If your facility is new to CPIR, please liaise with your district lead (for immunisations) or area lead (for breast screening) who will provide training on how best to use tool.

How much does it cost to use CPIR as a provider?

If you are a breast screening or immunisation provider, CPIR maps have already been set up with breast screening and immunisation data. The only costs to you as a provider are the costs for sending the text messages and/or emails.

Costs are:

  • $1 per 10,000 emails 
  • $0.33 per SMS, depending on SMS size

How can I get access to CPIR if I am not a breast screening or immunisation provider?
