The Māori research review committee (MRRC) is responsible for providing Māori consultation for researchers. The MRRC assesses and reviews all health research proposals as part of the Health New Zealand | Te Whatu Ora - Waikato locality process.
Māori consultation occurs concurrently with the local authorisation process conducted through the Health New Zealand - Waikato Research Office. Research must first be registered with the Research Office before the MRRC can begin the review process.
The functions of the MRRC include:
- receiving and reviewing research proposals,
- responding with feedback and written recommendations to researchers, and
- Providing notification for organisational approval, when required.
The MRRC emphasizes the importance of cultural responsiveness in health research and are guided by Māori ethical principles and frameworks during the review process. Members of the committee encourage researchers to consider the following important aspects when conducting research involving Māori:
- respect and uphold Te Tiriti o Waitangi principles (Partnership, participation, protection, and wairua) and their interpretation in ethical review processes,
- Utilise frameworks like Te Ara Tika and Te Mana Raraunga (Māori Data sovereignty principles) to guide your thinking about Māori responsiveness when developing research proposals.
- address how their research will impact positively on Māori health,
- respect Māori values and tikanga inherent in whānau, hāpu and iwi,
- protect whakapapa Māori, confidentiality and privacy,
- ensure all Māori data is safeguarded and protected within the health system or as directed by whānau,
- ensure all research processes are culturally competent and supportive
Exceptions to Māori consultation:
- Research projects that involve interviewing Health New Zealand staff or conducting staff surveys do not require Māori consultation, UNLESS the project has a particular focus on Māori.
- Clinical audits do not require Māori consultation, UNLESS they require ethical approval. Otherwise, these projects are conducted through the Health New Zealand - Waikato Clinical Audit Support Unit (CASU).

As outlined above, the Māori Research Review Committee will review research proposals, provide feedback or recommendations (if needed), and provide notification of the outcome of your application. Your research must first be registered with the Health NZ - Waikato Research office. Māori consultation will occur concurrently with the local authorisation process, during which the MRRC aim to complete the review of your application within 10-15 working days.
To be considered, please provide completed copies of:
- Māori research review submission form
- Māori research tissue management form (if applicable) You must also provide:
- a copy of your research registration form • participant information sheet and consent form(s) (if applicable)
- Your ethics application (HDEC or Institutional)
- a completed data and tissue management plan (if applicable)
- any other relevant documentation specific to your study
