Background

The NSF is made up of 10 artefacts - spreadsheets, websites, databases and printed documents - that describe and categorise services and activities across systems.

The "framework" is the connection between the artefacts, illustrated by the green arrows below.

Purpose

The NSF enables delivery on management and statutory accountabilities by providing a standardised framework of documentation, business rules and guidelines used to support consistent planning, commissioning, delivery and reporting of publicly funded health and disability activities and services.

Objectives

Ensure, where relevant, publicly funded health and disability services and activities:

  1. Have a written descriptions in consistent language, to allow providers to meet common standards of service, content, access and exit routes, and operational delivery
  2. Are broken-down into distinct activities, interactions or services, at a level of detail to report on non-financial service or activity delivery.
  3. Have a unique identifiable code to efficiently track the service across diverse systems
  4. Are countable via a unit of measure and can be meaningfully costed for organisational planning and budgeting purposes
  5. Have a clear and standardised corelation to financial codes and counting categories to support financial planning and reporting
  6. Have a clear and standardised corelation to organisation performance reporting classes to enable reporting on the Crown Entities Act 2004 and the Pae Ora Act 2022 
  7. Are covered by unambiguous rules about where to report the service or activity to information repositories and National Collections to enable accurate, consistent data to be available for analysis and trackable over time.
  8. Are categorised into the WIES for use in hospital activity reporting

Service Specifications and Purchase Units are integral to Health New Zealand contracting services from suppliers via contractual agreements, and to suppliers reporting on delivery.
