Under the Civil Aviation Act 2023, New Zealand airports that house government agencies must have an agreed undertaking showing how they will ensure sufficient space for border agencies' operations.

The space includes dedicated floor space, facilities, and amenities. 

The undertakings are written documents called Regulatory Airport Spatial Undertakings (RASUs). RASUs help ensure that government agencies and airports work together, balancing government's requirements with the commercial needs and interests of the airports. In the border health context, public health officers need appropriate space at airports to fulfil their functions such as assessing and managing travellers during an ill traveller response.

Health New Zealand (along with other relevant government agencies) provides input when an airport develops or updates its RASU.
